Prior to joining Taylor English Decisions, Mr. Satcher served as Deputy Assistant Secretary for Legislative and Intergovernmental Affairs at the U.S. Department of Commerce. In this position, he managed the legislative and intergovernmental operations of the Office of the Secretary and the twelve Commerce bureaus, which includes the International Trade Administration and the Economic Development Administration, and served as a primary advisor to the Secretary of Commerce on legislative strategy and coordination with state and local governments.
Preceding his presidential appointment, Mr. Satcher worked in the U.S. Congress for eight years. He began his congressional career as a policy advisor to U.S. Congressman John Spratt of South Carolina, and subsequently served as a policy advisor to U.S. Senator Debbie Stabenow of Michigan. He then went on to serve as Legislative Director in the office of Tennessee Congressman Harold Ford, Jr. Mr. Satcher concluded his time on Capitol Hill as the first Chief of Staff in Georgia Congressman Hank Johnson’s office where he managed all administrative and legislative operations.
Mr. Satcher also has extensive international experience, having participated in congressional delegation missions to China, Norway, French Guiana, and Japan. A 2014 graduate of Leadership Atlanta, he received his Juris Doctorate from Emory University School of Law, and his Bachelor of Arts in Political Science from Morehouse College, where he serves on the college’s Andrew Young Global Leadership Center Advisory Board. He also serves on the boards of the Georgia Budget and Policy Institute, Voorhees College, the Georgia District Export Council, the Ghana International Chamber of Commerce, and the advisory board of Skyland Trail, a nationally recognized non-profit mental health treatment organization.
